Visas Nos. 245 and 246 were issued 30 July 1940 by Chiune Sugihara, who was the Consul-General of Japan.
He was stationed in Kaunus (Kovno, Kovno), Lithuania. As the Germans advanced into Lithuania in July 1940, all diplomats were instructed to leave their embassies. Only a Dutch Consul and Sugihara remained. The Jews of Kaunus and surrounding areas were very anxious to obtain passports to leave the country but they were impossible to obtain. Sugihara seeing their desperate situation and against orders from Tokyo with his wife issued 6,000 visas over a four week period. Most emigrants ended up in Kobe, Japan, for the period of the war.
